Description
The Rhode Island Department of State is looking for a Data Indexer & Analyst to test and analyze options for retrospective conversion of an historic index of legislative action from print card catalog representing the work of the General Assembly from 1902-1989 to an electronic data set and searchable, public database. The position will work with samples from the print index and a working data set to test options for the application of several AI tools to increase the efficiency and accuracy of the conversion. The Data Indexer & Analyst will document methodology and test results and make recommendations for the ongoing workflow that will be required to complete the project.
This is a temporary, grant-funded position. The Data Indexer & Analyst will work on-site in the RI State Library and in collaboration with the State Librarian and Director of Data Analysis. The ideal candidate will be intellectually curious, highly motivated and have experience working with complex data sets and various AI applications. The position requires a person who has a strong desire to turn data into information that is easily accessible and understandable. The Data Indexer & Analyst’s work will contribute to State Library’s efforts to enable the Department of State to achieve its mission: promoting transparent government, supporting businesses, and strengthening our democracy through a commitment to civic engagement, secure elections, and empowering voters.
Responsibilities
The Data Indexer & Analyst performs various duties including, but not limited to:
- Digitize fragile records with attention to object preservation and image quality;
- Execute data collection and data management tasks from an existing print index that includes a complex set of data fields;
- Test software applications to extract data from image files with a focus on data accuracy, efficiency, and cost;
- Document testing methodology and results and write a report with recommendations for ongoing project workflow;
- Collaborate with various divisions within the Department to develop strategies and timelines in the production of assessment and evaluation reports; and
- Perform other duties as required.
Qualifications
KNOWLEDGE, SKILLS & ABILITIES
- Experience processing large volumes of structured and unstructured data;
- Experience working with scanning and image editing software and equipment;
- Knowledge of metadata and controlled vocabularies;
- Strong technical and analytical skills with background in data analysis and data acquisition;
- Experience with Microsoft Excel, Microsoft Power Tools, Claude AI, ABBYY Fine Reader and Microsoft Power BI are preferred;
- Ability to focus on and work accurately on detailed oriented tasks;
- Ability to communicate clearly and effectively, both in writing and verbally, with capability of simplifying complex concepts for both technical and non-technical audiences;
- Ability to multi-task and work in a dynamic, time-restricted environment;
- Available to work on-site during normal business hours (Monday – Friday, 8:30 a.m. – 4:30 p.m.).
EDUCATION AND EXPERIENCE
- Bachelor’s degree in data science, computer science, the social sciences, or a related field from an accredited college or university OR at least two years of practical experience in applied statistics, research methodology and/or evaluation, or data analytics.
- Preference given to candidates currently enrolled in a Master’s degree program in Library and Information Science or Data Science and/or Analytics.
Hours and Compensation
Schedule: Up to 35 hours /week; No more than 200 hours to be scheduled between September 28, 2026 – December 18, 2026
Compensation: $25.00 per hour
