Description
This is a senior administrator position with responsibility to lead and manage several major components of the library system. Work is performed with considerable latitude for the exercise of administrative judgment under the general guidance of the City Librarian. The incumbent collaborates with the City Librarian and the other public services administrators to provide consistent and effective oversight, leadership, and administration of the Library.
Typical Duties and Responsibilities
- Assists in monitoring and evaluating the effectiveness and efficiency of programs and services; identifies and suggests opportunities for innovation and improvement and facilitates implementation.
- Creates a work environment in which everyone is motivated to achieve their best performance; in which staff establish and maintain effective interpersonal relationships; and in which everyone works together to deliver optimal customer service.
- Participates in the formulation and execution of the Library’s annual budget.
- Monitors expenditures for branches and youth service department throughout fiscal year.
- Participates in the development of the Library plans and policies, including the Strategic framework.
- Engages staff across the system in the development of effective ways for staff to promote the Library’s programs and in the identification of ways to engage the community.
- Selects, or supervises the selection of books and other library materials.
- Develops and manages the library’s information technology networks, hardware, software, and databases.
- Assists in the selection of personnel; trains staff; and supervises the operations of a major element of the library system.
- Performs other related work as required.
Education, Qualification, and Experience
Master’s degree in Library Science from an American Library Association accredited library school (or its foreign equivalent); and a minimum of 6-10 years of experience in professional library work; including three years of experience in an administrative or supervisory capacity; or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:

- Extensive knowledge of the principles and techniques of library organization and management.
- Considerable knowledge of library personnel administration.
- Considerable knowledge of library and city fiscal and budgetary procedures.
- Experience managing data and voice telecommunications, networks and information technology.
- Considerable knowledge of trends in library design and physical facilities.
- Ability to supervise, direct and instruct library personnel in administrative and procedural aspects of the library system.
- Ability to speak effectively in public.
- Ability to establish and maintain effective working relationships with employees and the public.
Ideal candidate will also have
- Demonstrated knowledge of the principles and practices of effective library service, library organization and management, and human resource management.
- Knowledge and experience in public library programming, youth services and outreach.
- Demonstrated ability to train, develop, and supervise staff.
- Ability to design, develop, and manage projects.
- Experience developing and coordinating partnerships with internal stakeholders and external partners, to expand resources and programs for diverse patron/program participants.
- Ability to create a variety of written documents, using business communication techniques.
- Knowledge and ability to train and implement effective customer service practices.
- Proficiency in library computer applications and general working knowledge of other interfacing departmental applications.
- Experience with digital technology, social media, on-line automation, and database systems.
- Ability to evaluate and recommend new technologies.
- Effective interpersonal communication skills, including the ability to work with different individuals and to work through differences.
- Demonstrated commitment to the values of equity, diversity, and inclusion.
Necessary Special Requirements
- Master’s Degree in Library Science is required.
Salary, Bargaining Unit, and Terms of Employment
This is a General Fund, “Non-Tested” position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 11.
Bargaining agreements available to review HERE.General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
