The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways.

This position is part of the strategic readiness initiative.

The Department of Conservation and Recreation seeks qualified applicants for the position of Research Analyst III – Research and Records Analyst.

Duties and Responsibilities:

Reviews and responds to internal requests for records and plans, property boundary locations and ownership history; performs related work as required.

Incumbents of this position conduct research in an assigned subject area; determine the methods and procedures to be used in collecting data; analyze information to draw conclusions and make recommendations; prepare reports; collect and compare information from various reference sources and/or by consulting experts; and perform related work as required.

  1. Maintains, supplements and cross-references real estate records of the DCR, including, but not limited to, identifying and replacing missing instruments and plans; adding certificate numbers, book and page references and plan book citations; and culling and disposing of preliminary copies, unexecuted drafts and surplus copies.
  2. As directed by the Deputy General Counsels or General Counsel, researches real estate matters, including performing title searches, affecting DCR properties, including abutting properties, at Registries of Deeds, Land Court offices, the State Library, the State Archives and other government offices.
  3. As directed by the Deputy General Counsels or General Counsel, locates and obtains information from existing agency records to respond to inquiries from city and town officials, other state agencies, legislators, surveyors, co-workers and abutters, and to assist DCR staff in responding to public records requests.
  4. Reviews and compiles records regarding land dispositions, easements, permits and encroachments on public land, as assigned; reviews reports for accuracy, completeness and content.
  5. Reviews updated city and town maps to determine whether DCR properties are depicted accurately, and comments accordingly.
  6. Assists staff attorneys with review of proposed legislation by providing information about relevant DCR properties.
  7. Produces and contributes to various OGC reports; attends meetings as required; performs such other tasks as may be requested by the Deputy General Counsels or General Counsel and provides support to OGC staff as requested.
  8. Collects information from various reference sources and consults with experts in related fields in order to complete assigned work.

Qualifications:

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have (A) at least four (4) years of full-time, or equivalent part-time, administrative, professional or technical experience in work involving research, data analysis, compliance, records management or program administration (B) an equivalent combination of the required experience and the substitution below.

Substitutions:

I. A Bachelor’s degree in a related filed may be substituted for a maximum of two (2) years of the required experience.

II. A Master’s degree or higher in a related filed may be substituted for a maximum of three (3) years of the required experience

Incumbents may be required to have a current and valid motor vehicle driver’s license at a class level specific to assignment.
