Library Business Manager, Springfield City Library, Springfield, MA

This position is responsible for effectively managing the business and administrative functions for the Springfield City Library system. This includes all contracts, financial records, departmental budgets, and all grant related budgets and expenditures for the Library Department. Oversees accounts payable and receivable functions; reviews all purchase orders to assure requests are within budget guidelines and coded according to budget component and funding source. This position prepares RFPs for security, custodial, delivery, and collection services as well as library materials which become contracts, as well as overseeing maintenance of the Central Library and eight (8) branches. Work involves processing all new hires and paperwork for submission to Human Resources and the payroll department. This person will also represent the Library Director in the absence of the Library Director and Assistant Library Director. Supervision is exercised over other administrative staff. Demonstrated ability to plan, assign, coordinate and supervise the work of the Library Director’s office. The position requires the following abilities: Thorough knowledge of rules, regulations, laws, and ordinances governing the work performed. Thorough knowledge of the practical application of computer operations. Ability to carry out general and special assignments requiring the organization of material and development of work methods in areas where no standardized procedures exist. Ability to assemble, develop, evaluate, and analyze data in special administrative areas and to make recommendations affecting policies and procedures based on this work.
Ability to plan, assign, supervise, and review the work of subordinates. Ability to make independent work decisions in accordance with governing policy, law, rules, and regulations. Ability to establish and maintain effective working relationships with administrative officials, subordinates, and the general public. Ability to express oneself clearly and concisely orally and in writing. We are looking for someone with a Bachelor’s degree in business administration or accounting, five years progressively responsible experience, and two years of supervisory experience preferred.

The City of Springfield has a residency requirement and allows new hires up to a year to establish residency. The annual salary for this 40 hour/week job is $73,235.
