Library Technology Services Consultant, South Carolina State Library, Columbia, SC

The South Carolina State Library invites applications for the position of Library Technology Services Consultant.  The State Library is the primary administrator of federal and state support for South Carolina’s public libraries. Headquartered in Columbia, S.C., the State Library develops, supports, and sustains a thriving statewide community of learners committed to making South Carolina stronger.  

Job Responsibilities

The Library Technology Services Consultant ensures that South Carolina libraries are able to plan, implement, and utilize technology to meet the needs of their communities, with a special emphasis on small public libraries.  The Technology Services Consultant provides problem analysis and advisory assistance to public library personnel on the following:

  • Public library technology services and systems and related routine technology problems;
  • Digital literacy (21st Century) skills for public library staff and leaders;
  • Planning, designing, and implementing technology-based projects and services;
  • E-rate rules and application process; 
  • Interesting and important new trends that affect public libraries and/or their patrons.

Minimum Requirement and Additional Requirements:

  • Master’s degree in library science, or library/media, educational technology, or information science master’s degree, or equivalent relevant work experience (at least four years working in a library position in which required skills were utilized.)
  • Thorough knowledge of computer capabilities and uses in libraries;
  • Thorough knowledge of library technology issues and trends including those relating to public access computing and telecommunications;
  • Demonstrated interpersonal and communication skills in working with public library staff at all levels;
  • Ability to train and guide public library staff in development of digital literacy skills, utilizing a variety of formats (one to one, group setting, webinar, etc.);
  • Ability to identify problems with public library technology configurations and critique and compare appropriate applications, software solutions, and other means of resolving problems;
  • Familiarity with standard public library technology plan formats and content;
  • Familiarity with a variety of online tools and applications (e.g. social media, web content management systems, blogs, survey tools, learning and presentation platforms);
  • Interest in and ability to easily learn new technologies, and to visualize their usefulness in a public library setting;
  • Basic understanding of the characteristics of small and/or rural libraries and local conditions of inadequate funding, underperforming schools, and other poverty indicators;  
  • Ability to function as a liaison and/or leader for statewide and nationwide technology initiatives and grant-funded projects adopted by the State Library, preparing reports or representing SCSL as needed;
  • Project management skills or demonstrated ability and willingness to develop these skills;
  • Ability to write clear and accurate technology-related planning documents, evaluations, reports 

Preferred Qualifications:

  • Work experience in a library setting.
  • Work experience with planning and consulting processes and in technology support roles.
  • Experience and skill in writing reports, and planning documents.
  • Working knowledge of state and federal laws and regulations that impact the use of technology in libraries.
  • Knowledge of, and ability to assist with, library technology procurement procedures.
  • Familiarity with a variety of online tools and applications (e.g. Facebook, web content management systems, blogs, and survey tools).
  • Familiarity with collaborative technologies and online meeting software.
