Patron and Reference Services Librarian, University of Central Asia, Naryn, Kyrgyzstan

The Patron and Reference Services Librarian will report to and work closely with the University Librarian. The successful candidate will manage and promote the library’s patron (faculty and students) and reference services while working closely with faculty, staff and students in order to meet their needs for circulation, the search and access of relevant print and digital information, and the utilization of reference services. He or she will also support the University Librarian in all functions of library operations ensuring high levels of service to the university community. This is an exciting opportunity for an early or mid-career, energetic, creative, and service-oriented librarian to gain international experience and to play a pivotal role in the opening of UCA’s first campus in 2016. UCA is an entrepreneurial institution and the Patron and Reference Services Librarian will need to be the kind of individual who can help develop an innovative, technology driven academic library.

The key responsibilities of the Patron and Reference Services Librarian will be to:

  • Manage the functions and operations of circulation and reference services, including train and supervise library assistants, create work schedules, coordinate opening and closing of the library and provide a range of online and onsite references services.
  • Develop and document policies and procedures for circulation and reference services; prepare, submit and analyze reports and statistics, manage circulation process through the integrated library management system and keep track and analyze utilization of reference services.
  • Play a key role in implementing features of the integrated library system and perform all functions required to build a database of library collections, administer the holdings, and generate various reports, including circulation and inventory reports.
  • Become familiar with the library’s network and life cycle of electronic resources ranging from acquisition, access, administration, support to evaluation and participate in the negotiation of licenses and agreements for electronic resources.
  • Participate in the discussion of using information technology to develop, deploy innovative, user-centered services and systems and organize events and exhibits to encourage student and faculty use of library programs and services.
  • Assist in the management of the library’s website in conjunction with information technology staff to create content, develop changes, and evaluate pages.
  • Enable learning and discovery through the teaching library instruction sessions, provide one-on-one assistance at the reference help desk and though online channels.
  • Assist in the development of library collections, obtain feedback from the users and liaise with designated academic departments for input and recommendations on building relevant library resources.

Desired Qualifications and Experience:

  • A Master’s Degree in Library and Information Science from an accredited institution would be an asset
  • An undergraduate academic background in the humanities, sciences or engineering
  • Energetic and ambitious team player who thrives on a challenge and is comfortable working in a start-up environment
  • At least 3 years of relevant experience in an internationally recognized academic library
  • Demonstrated experience in using databases, electronic, and print resources
  • Excellent oral, written and interpersonal communication skills; effective instructional skills in group and individual settings; strong planning, organization and analytical skills
  • Experience using integrated library systems, library catalogues and knowledge of electronic databases and advanced search techniques
  • Experience working in international educational institutions

Language

  • Advanced English
  • Working knowledge of Russian would be an asset
