Tour of Duty
Full -time, 40 hours per week and may include periodic evenings and weekends as required.

Job Summary

Working with the Assistant Director of Programs & Partnerships, the Books from Birth Project Manager has primary oversight of the Books from Birth program as part of the Library’s Sing, Talk and Read (STAR) Early Literacy program. Books from Birth contributes to print-rich home environments of District of Columbia children under the age of five by providing a free monthly book through the mail. This new initiative will require tight project management and rapid scale-up to meet the set goal of launching service in January 2016.

Major Duties & Responsibilities

  • Supervisory responsibilities for Books from Birth support staff.
  • Establishes program goals and submits to Assistant Director for approval. Assists with the development of program offerings and comprehensive program policies, procedures, guidelines, and standards. Develops and modifies work plans, methods, and procedures, and determines work priorities for staff.
  • Administers the financial operations of the program including development of the budget and monitoring of fiscal activities, developing required budget reports, and prepares justifications for equipment, facilities, and staffing levels.
  • Represents the department as assigned; serves as a spokesperson for the program and advances the primary mission and goals of the program. Interacts with internal and external interest groups and mediates differences and leads program modifications. Participates in program development activities. Attends meetings and serves as a liaison as designated.
  • Serves as primary liaison with the library’s contractor, including managing the contract to ensure that high-quality, appropriately diverse books are regularly shipped to District families enrolled in the program. Participates in the development and negotiation of administrative, fiscal, and programmatic elements of grants, contracts, and technical programs.
  • Coordinates extensive community outreach to raise awareness of the opportunity and to hit enrollment targets. Works closely with the Communications Department and the Early Literacy Coordinator to develop communications and marketing strategies around enrollment and promoting early literacy principles and practices associated with the titles being mailed out.
  • Participates in the evaluation of the achievement of program goals and objectives and develops, implements, and monitors strategies for improvement. Oversees the analysis of program features and offerings. Analyzes, adapts, and implements departmental or agency technical, operating, and administrative practices and procedures and devises strategies for changes and improvements.

Qualifications

  • Experience managing grants and/or contracts.
  • Experience in early childhood education or early literacy strongly desired.
  • Knowledge of principles of project management, including planning, coordinating, organizing, scheduling, marketing, and budgeting multiple programs and events.
  • Knowledge of and access to DC-based community groups and other local entities preferred.
  • Ability to work calmly under pressure while managing multiple tasks.
  • Excellent oral, written, and interpersonal communication skills, including the ability to persuade and motivate and to make public presentations.
  • Ability to work independently and to exercise independent judgment in the implementation of organizational initiatives.
  • Intermediate knowledge of Microsoft Office applications, social media, and desktop publishing.
  • Organizational skills including the ability to prioritize and handle multiple tasks concurrently with attention to details and deadlines required.
  • Ability to deal tactfully, confidentially, and effectively with elected officials, governmental agencies, community groups, administration, staff and the public.

Education

Master’s degree from an accredited institution.

Licensures, Certifications and other requirements

Project Management (PM) certification preferred.

Work Experience

Minimum of three (3) years of demonstrated project management experience.

Work Environment

The majority of the work is in an office setting; however, travel to off-site locations may be required.
