Director of Human Resources, Portland Public Library, Portland, ME

Portland Public Library (PPL) in Portland, Maine, is seeking an experienced human resource professional who appreciates a mission-driven culture and who values a collegial and dynamic work environment. 

PPL, a not for profit (501c3) corporation, is one of Portland’s oldest cultural institutions in Maine’s largest city, and is the busiest public library in Maine.   

The Director of Human Resources reports to the Executive Director.  Working with the Senior Leadership Team, the Human Resources Director originates and leads Human Resources practices and planning that will provide an employee-oriented, high performance culture that emphasizes teams, empowerment, quality, productivity, goal attainment, and the recruitment and ongoing development of a superior workforce.  The Director coordinates implementation of human resources services, policies and programs and assists and advises managers about human resource issues.  The Library has a labor contract and the staff are organized with the Maine Education Association.  This person will work closely with the Personnel Committee of the Board of Directors, especially in developing collective bargaining agreements.

The Human Resources Director guides and manages the overall provision of Human Resources services, policies, and programs for the Library within a dynamic learning environment. The major areas of focus are:

  • recruiting and staffing;
  • performance management and improvement systems;
  • organization development;
  • employment and compliance to regulatory concerns;
  • policy development, documentation; employee relations;
  • labor contract management and negotiation;
  • employee communication;
  • benefits administration;
  • employee safety, welfare, wellness and health;
  • employee orientation, development, and training;
  • volunteer recruitment and management

The candidate must have full knowledge of human resource best practices and insight into developing trends. This person needs to possess outstanding people skills, a well-developed sense of humor, a strategic thinking ability, collaborative style, strong communication abilities, both verbal and written, and broad human resource and administrative experience.  This individual is the key interface with the community with all employee and volunteer inquiries and internally with staff members for human resource issues. The person will bring a flexible, open, accessible and creative approach to problem solving. Facility with diversity of all types of people is essential to success in this role, and to the Library’s expression of its mission.

Requirements include: Baccalaureate degree from an accredited college or university, Masters preferred; 5-7 years of progressively responsible human resource/administrative experience; experience in a Union environment preferred; PHR or SPHR certification a plus.
