IT Analyst, Information Management Services, World Bank Group Archives, Washington, DC

IMS Professional analyst providing professional records management and/ or archival services in support of information management services at various levels of the organization and the public.

  • Implements storage, protection and preservation plans by describing, classifying, developing and assigning metadata for complex electronic information resources following guidelines. Contributes to continual updating, cataloging or profiling guidelines and framework.
  • Facilitates delivery of core services and functions including central institutional storage service and facilities.
  • Mentors, motivates and provides direction, guidance and training to junior team members in carrying out the defined work program.
  • Participates in day-to-day development and maintenance of information resources and services and provides quality control.
  • Delivers timely and high-quality information resources as a part of a unit program or a service.
  • Procures and disseminates print and electronic resources.
  • Provides reference and research services utilizing various internal and external information resources.
  • Reviews classification, metadata entry and resource description for non-routine records, documents and publications to assure quality (accuracy and completeness).
  • Implements records retention and disposition schedules for non-routine holdings.
  • Monitors creation, organization and use of information resources and assesses compliance with information management related policies, including information classification, standards and objectives to identify emerging issues and potential improvements.
  • Contributes to the formulation and implementation of policies, standards, guidelines, and procedures pertaining to information management, services and governance.
  • Assesses client needs and business processes to identify information needs, processes and practical solutions.
  • Collects, selects, curates, and/or develops content to be integrated and delivered electronically via websites and portals.
  • Contributes to business and cost benefit analysis as relates to the licensing and procurement of content and information.
  • Designs, develops and delivers training and learning activities on information management systems so that clients can effectively use resources to stay in compliance.
  • Supports and may lead on-going marketing and outreach activities.
  • Contributes to the design and participates in the implementation of disaster recovery and business continuity plans.
  • Identifies and assesses specific information management system issues for resolution. Supports testing and evaluation of existing and under development information management systems. Supports evaluation of IMS technology and systems of potential value within the WBG.
  • Responsible for the arrangement and description of fonds held by the World Bank Group Archives. This includes creating hierarchical arrangements using functional analysis, and describing records according to the International Standard for Archival Description (ISAD(G)) and specific World Bank Group Archives rules.
  • Monitors compliance with standards and oversees quality of content for the Archives’ open source tool, Access to Memory (AtoM), and is responsible for the flow of new content and data into the system.
  • Defines requirements for new functionality in the Archives’ systems and other tools used to publish information about the holdings of the World Bank Group Archives to meet Access to Information policy requirements.
  • Implements storage, protection and preservation plans by describing, classifying, developing and assigning metadata for complex electronic and analog information resources following guidelines. Contributes to continual updating, cataloging or profiling guidelines and framework.
  • Contributes to the implementation of the eArchives program by providing archival description and context for the presentation of digitized records on-line.
  • Provides support for the management of Access to Information request cases, including but not limited to: identification of responsive records; and declassification review and processing as mandated under the Access to Information policy.
  • Provides input to the development of quality control standards, metadata and cataloging rules for a variety of electronic systems.
  • Helps to organize and preserve digital and analog historic collections (e.g., web Archives, digital photographs, digital multimedia).
  • As an integral part of the Archives team, be an active participant in Archives’ day to day projects, responsibilities and deliverables.
  • Participates in day-to-day development and maintenance of information resources and services and provides quality control.
  • Provides reference and research services utilizing various internal and external information resources.
  • Implements records retention and disposition schedules for Archives’ holdings and works with appraisal team to identify disposition data remediation or corrections at the end of the records’ lifecycle.
  • Contributes to the formulation and implementation of policies, standards, guidelines, and procedures pertaining to information management, services and governance.
  • Collects, selects, curates, and/or develops content to be integrated and delivered electronically via websites, portals or other means of communication including special events.
  • Supports and may lead on-going marketing and outreach activities.

Specific Functions

  • Arrange archival records into discrete fonds and series using strong functional analysis skills, and create fonds-level and series-level descriptions according to the International Standards for Archival Description (ISAD(G)).
  • Perform detailed research on the organizational and functional history of World Bank departments, for the completion of administrative histories according to the International Standard on Archival Authority Records (ISAAR).
  • Perform detailed functional analysis research, particularly for historic functions in the Bank, to test and confirm the scope of the fonds and the best series arrangement in compliance with the principles of provenance and original order.
  • Execute complex data searches and exports from the Archives’ business system to assist functional analysis and to determine and test / sample the scope of the fonds.
  • Enter archival arrangement and description data into the Archives’ business system, and ensure accurate export of the data to the public web.
  • Standardize, edit, and publish previously completed but non-standardized fonds.
  • Conduct monthly updates for Access to Information staff on arrangement and description activities, and report to management.
  • Provide subject matter expertise on archival arrangement and description of electronic records deemed permanent by authorized retention schedules, and define solutions for how ISAD(G) finding aids can provide information about analog and digital records in Archives’ custody.
  • Support activities related to the supervision of the reading room, document reviews and serving records to researchers.
  • Train or oversee other consultants or staff as needed.

Minimum Education/Experience:

Master’s degree with 2 years relevant experience or Bachelors Degree with a minimum of 4 years relevant experience.

Preferred Education/Experience:

MA/MS in Library and Archives, Information Science or related field, plus minimum 2 years of relevant experience; or BA/BS Degree in Library and Archives plus 4 year experience in an institutional archives is a minimum requirement.

  • Information Management Services Systems – Implements and supports specialized IMS software and hardware. Supports development, testing, documentation and evaluation of new IMS systems and technology and identifies and assesses specific IMS systems and upgrades.
  • Information Management Services Governance – Monitors creation, organization and use of information resources and assists in the formulation, implementation and assessment of compliance with information management services related policies.

Other Selection Criteria:

  • Experience in both Archives and Information Management which should reflect increasing responsibility and experience with corporate recordkeeping, archives/information centers and/or content management.
  • Experience completing archival arrangement and description projects using the International Standard for Archives Description (ISAD(G)) or the Rules for Archival Description (RAD) is a requirement;
  • Knowledge and understanding of business processes and archives information systems; knowledge of web publishing systems and open source archival software a plus;
  • Demonstrated conceptual, analytic and innovative problem solving ability; ability to conduct independent research and functional analysis;
  • Proven ability to complete large scale arrangement and description projects for fonds over 1000 linear feet.
  • Proven ability to contribute to projects with minimum guidance; capacity to work both independently and in a team; willingness to seek advice and assistance.
  • Proven ability to develop and maintain good working relationships with staff at different levels across the unit; evidence of leadership effectiveness.
  • Superior writing skills in English a must; proven ability to write concise and accurate reports, and good public outreach skills a must.
  • Sound theoretical and/or applied knowledge of archives database and information management systems.
  • Ability to make judgments on the archival value of the variety of documents and business records of the organization.
  • Knowledge of and experience with standards and best practices for records management. Familiarity with records and document management software systems. Knowledge of inactive records storage facility/ technology and systems. Familiarity with electronic records retention to manage data lifecycle. Familiarity with digital preservation.
